Krisengeld oder das Kolumbus-Ei/Une monnaie anticrise ou l’oeuf de Colomb/ An anti-crisis currency or Columbus’ egg

Ich lese immer aufmerksam die « Humane Wirtschaft », die Analysen sind mir längst so geläufig, dass ich gar nicht mehr anders denken kann als in freiwirtschaftlicher Sicht./Je lis toujours attentivement la revue „Humane Wirtschaft(=l’économie humaine)“, ses analyses me sont si familières que je ne puis plus penser autrement que du point de vue de l’économie franchiste./ I am a keen reader of the magazine « Humane Wirtschaft » (Human Economy) ; its analyses are so familiar to me that I now only think in terms of a « franchist » economy.

Die Artikel von Günther Moewes und von Helmut Creutz (natürlich!) sind wie immer hervorragend./Les articles de Günther Moewes et de Helmut Creutz (naturellement!) sont, comme toujours, excellents./The articles by Gunter Moewes and Helmut Creutz ( obviously!) are, as always, excellent.

Dennoch wurde ich stutzig, als ich bei Moewes las: „Der jetzige Zeitpunkt wäre für ein abruptes Umsteuern denkbar ungeeignet.“/J’ai eu cependant un mouvement d’arrêt quand j’ai lu chez Moewes: „L’instant actuel serait, pour un changement abrupt de cap, on ne peut plus inapproprié./ However, I had to stop a moment when I read, from Moewes:..“A radical change of direction at the moment would be very inappropriate“

Gerade das meine ich nicht!/Précisément, il me semble que non!/I don’t think that’s at all correct !

Der Zeitpunkt ist so geeignet wie noch nie!/L’instant n’a jamais été aussi approprié!/It’s never been more appropriate than in the current situation.

In der Tat, die Bargeld - Hortung  hat extreme Formen angenommen, und nichts wird sie verlangsamen ohne eine Einführung von neuem Geld mit Umlaufgebühr - Krisengeld!/En effet, la thésaurisation de monnaie liquide a pris des formes extrêmes, et rien ne la ralentira sans l’introduction d’une monnaie nouvelle grevée de frais de circulation – une monnaie anticrise/Indeed, the hoarding of cash currency has now reached such a serious state that nothing will slow it down without the introduction of a new currency subject to charges for its circulation- an anti-crisis currency.

Die Lage ist so, dass wir eigentlich auf eine abrupte Enthortung verzichten sollten , und es wird sich herausstellen, dass dies überhaupt nicht nötig ist! Das Problem wird sich sebsttätig regeln, wie ich hier aufzeigen werde./La situation est telle qu’il vaudra mieux renoncer à un mouvement abrupte de réduction de la thésaurisation, et il s’avérera que cela n’est absolument pas nécessaire! Le problème se règlera de lui-même comme je le montrerai ici  / The actual situation is such that it would be preferable to dispense with the idea of stemming the hoarding of money since it is not absolutely necessary. The problem can resolve itself as I shall show here.

1)       Die 500, 200 und 100 Euro – Scheine können und sollten uns gleichgültig sein, weil sie ja ohnehin kaum umlaufen!/Les coupures de 500,200 et 100 Euros devraient nous laisser indifférents parce qu’elles ne circulent guère!/The 500, 200, 100 euro notes should be put aside as they are not in great circulation!

2)       Die kleineren Scheine, 50,20,10 un 5 Euro-Scheine sind allein von Bedeutung!/Seules les coupures de 50,20,10 et 5 Euros sont importantes!/ Only the 50, 20 and 10 euro notes are of any importance.

3)       Es würde also hinreichen, wenn die Europäische Zentralbank beschliessen würde, nur noch solche auszuliefern!/Il suffirait que la banque centrale décide de n’émettre plus que ces coupures-là!/It would be sufficient for the European Central Bank (ECB) to issue only these notes.

4)       Die EZB sollte aber, wegen der Refinanzierungskrise, nur noch „Krisen – Scheine“ ausliefern, ab sofort! Das heisst Scheine, die nach dem gesellschen Muster eben mit Umlaufgebühr behaftet sein werden! Denn es kann nicht im Sinne der Währungshüter sein, dass neu ausgeliefertes Geld einfach gehortet und weggesteckt wird!/Mais la BCE ne devrait, du fait de la crise de refinancement, n’émettre plus que des „billets de crise“, dès maintenant!/ But, the ECB should, because of the refinancing crisis, only issue „crisis“ notes starting now!

5)       Die EZB hat dazu ausreichende Begründungen. So habe ich in der Wirtschaftspresse mehrmals gelesen, dass die Banken zurzeit, statt ihre täglichen Überschüsse in den Geldmarkt einzubringen, Tagesüberschüsse abends vermehrt bei der EZB über Nacht zinsbringend anlegen, um in den folgenden Tagen diese Gelder dann wieder abzuheben, je nach Bedarf. Die EZB bedauert das, weil dies natürlich die Vertrauenskrise zwischen den Banken verschärft und Kredite an die Wirtschaft erschwert und verlangsamt. Die EZB will die Tages - Zinsen für solche Operationen berechtigterweise senken, wird sie wohl auch tun./La BCE a pour cela des raisons suffisantes. J’ai lu plusieurs fois dans la presse économique que les banques déposent en ce moment leurs excédents du marché au jour le jour préférentiellement sur leurs comptes à la BCE au lieu de les placer sur le marché interbancaire pour les reprendre les jours suivant, selon leurs besoins. La BCE regrette ceci, car ceci aggrave la crise de confiance entre banques, complique et ralentit les crédits consentis au secteur économique. La BCE veut à juste titre baisser le taux de rémunération pour de telles opérations, et elle le fera aussi sans doute./ The ECB has sufficent reasons for doing this. I have read several times in the economic press that the banks deposit their surplus from day to day - by preference on their accounts with the ECB instead of investing them on the interbanking market - only to take them back the following day according to their needs. The ECB regrets this practice as it worsens the crisis of confidence between the banks while complicating and slowing the lending processes to the economic sector. The ECB wants, rightly so, to reduce the rate of remuneration for such operations.

6)       Dennoch ist die Befürchtung begründet, dass die Geschäftsbanken in der gegenwärtigen Lage selbst noch bei Null-Zins zu viel Geld bei der EZB zurücklegen werden, eben wegen der Vertrauenskrise./La crainte que, dans la situation présente, les banques continueront à déposer trop d’argent à la BCE, même à taux zéro, reste cependant fondée, justement par la crise de confiance./The fear is, that in the present situation, the banks will continue to deposit too much money into the ECB, even at a zero rate. This remains for them justifiable due to the crisis of confidence.

7)       So scheint mir, dass in dieser von jedem anerkannten aussergewöhnlichen Situation die EZB berechtigt sein könnte, auch ohne jede gesetzliche Änderung, ihre neuen Geldscheine mit Umlaufgebühren, etwa 5,2% jährlich, zu belasten, denn sie will zugegebenermassen alles dransetzen, dass die Neuausgaben nicht „über Nacht“ wieder still gelegt werden, sondern den Geldmarkt versorgen! Diese Gebühr kann elektronisch aufgeprägt werden und vielleicht pro Monat noch aufgedruckt werden, oder wie auch immer, wenn die Idee stimmt, gibt es auch einen Weg./Il me semble ainsi que dans cette situation, reconnue par tous comme inhabituelle, la BCE pourrait être en droit, et cela sans aucun changement de loi, de grever ses billets nouveaux d’une taxe à la circulation, par exemple 5,2% annuels, et elle veut explicitement tout mettre en oeuvre pour empêcher que ces émissions nouvelles ne soient pas « pendant la nuit » immobilisées mais qu’elles alimentent effectivement le marché interbancaire de l’argent ! Cette taxe peut être marquée électroniquement et aussi être imprimée mensuellement, quoi qu’il en soit, si l’idée est juste, il y aura aussi un chemin./ It seems to me that, in the current situation, acknowledged by everybody as unusual, the ECB should have the right, without any changes to the law, to add  a circulation tax of, say 5,2%, yearly, to the new notes. The ECB would want, explicitly, to do all it can to prevent this new issue of money from being immobilized « during the night » instead of, really, feeding the interbanking market with money.   This tax could be marked electronically and, also, be printed monthly. However, if the idea is right, there should be a way !

8)       Da die EZB angeblich weitgehend unabhängig und „autonom“ ist, liegt auf der Hand, dass sie diese Massnahme aufgrund der aussergewöhnliche Krise gut begründen kann – wenn sie nur will!/Puisque la BCE est largement indépendante et „autonome“, il est évident qu’elle pourra justifier cette mesure par la crise inhabituelle – si elle le veut! / Since the ECB is mainly independant and autonomous it would, obviously, be able to justify this action with respect to this unusual crisis –if only it has the mind to!

9)       Der Widerstand dagegen scheint vor allem intellektuell zu sein, so wie einst bei dem Goldproblem. Wir wissen aber, dass die einzige „Deckung“ jeden Geldes nur seine Kaufkraft und seine gesetzliche Gültigkeit ist./La résistence semble être surtout intellectuelle, tout comme jadis le problème de l’or. Nous savons que la seule „couverture“ de la monnaie est son seul pouvoir d’achat et sa validité légale. / Resistance comes mainly from intellectuals, as was the case in the past with the gold problem. We now know that where the money comes from is the sole factor governing its  buying power and its legal validity.

10)    Eine solche Neuordnung der Noten – Emission wüde allein keinerlei Inflation verursachen im gegenwärtigen Kontext! Deshalb ist der Zeitpunkt denkbar günstig!/Une telle réorganisation de l’émission du numéraire ne provoquerait, seule, aucune inflation dans le contexte actuel! C’est pourquoi le moment est aussi favorable que possible !/Such a reorganisation of the issue of money wouldn’t provoque on its own any inflation in the present context. This is why, now is the best possible time !

11)    Es soll gelten dass die herkömmlichen Scheine ebenso wie seither von der EZB zurückgenommen werden, ohne Abschlag und ohne Verluste für die einzahlenden Banken und ohne Abschlag für die Bankkunden bei den Schaltern!/Il est évident que les billets traditionnels seront repris par la BCE sans aucune retenue ni perte pour les banques et sans pertes pour les clients auprès des banques de détail!/ It is obvious that the traditional notes would be taken back by the ECB without any retention or loss for the banks and without losses for retail bank customers.

12)    Die neuen Scheine sollen aber nur gegen den zeitlichen Abschlag von 5,2% jährlich oder 0,1% wöchentlich oder 0,014% täglich von der EZB zurückgenommen werden! Eben weil es sich um Krisengeld handelt, das auch dann umlaufen soll und im Verkehr bleiben soll, wenn es die Vertrauenskrise gibt wie jetzt!/Les billets nouveaux ne seront repris par la BCE que moyennant une détaxe en fonction du temps – 5,2% annuels, 0,1% hebdomadaires ou 0,014% au jour le jour! Justement parce qu’il s’agit d’une monnaie anti-crise qui est censée circuler rester en usage quand il y a la crise de confiance comme maintenant !/ The new notes would only be taken back by the ECB and include a reduction of tax according to the length of time they are held, 5,2% yearly, 0,1% weekly or 0,014 from day to day. And rightly so as this anti-crisis currency would be kept circulating and being used in a time of low confidence such as we have now

Auswirkungen einer solchen wirklich einfachen Massnahme: /Retentissements d’une telle mesure vraiment simple:/Effects of this really simple action:

1)       Das Krisengeld würde immer bevorzugt bewegt und seine konjunkturstimulierende Aufgabe sofort antreten!/La monnaie anticrise serait toujours mise en mouvement préférentiellement et assurera la tâche stimulante de la conjoncture immédiatement!/ The anti-crisis currency would constantly keep moving and would provide immediate stimulation to the current situation !

2)       Sobald eine neue Finanzkrise sich auftun wird, was mit Sicherheit in den nächsten Monaten  noch  mehrmals geschehen wird, soll die EZB mit Krisengeld antworten, eben weil sie nicht anders kann!Lors d’une crise finacière nouvelle survenant à coup sûr dans les mois à venir d’une façon répétée, la BCE devra répondre avec sa monnaie anti-crise parce qu’elle ne pourra faire autrement!/When new financial crises emerge no doubt one after the other in a few months time, the ECB would then respond with its anti-crisis currency as it will be the only solution. 

3)       Es ist mehr als wahrscheinlich, dass Aktien-und  Grundstückspreise dann nicht mehr nachgeben werden sondern im Gegenteil ziemlich schnell wieder nach oben gehen werden, was derzeit ja eher wünschenswert wäre. Die so enthorteten  Gelder würden wieder in die Banken fliessen,  denn der Preisverfall kommt ja von der liquiden Haltung (Hortung!) der Anleger./Il est alors plus que vraisemblable que les prix des actions et des terrains ne cèderont et remonteront plutôt vite, événement actuellement plutôt souhaitable. Les liquidités ainsi dégelées retourneraient aux banques, car la baisse actuelle provient justement de la rétention liquide (thésaurisation!) des investisseurs. / Then, more than likely, shares and land prices would be expected to rise again -  a welcome event these days ! By doing this, « freed-up » cash would return to the banks -  the present fall only being the direct result of cash witholding or hoarding by investors. 

4)       Die Banken können dann ihre Schulden bei der EZB wieder begleichen, falls nötig./Les banques pourront régler leurs dettes auprès de la BCE, quand c’est nécessaire./ The banks should, then, be able to pay their debts to the ECB as and when necessary.

5)       Die EZB wird vermutlich erhebliche Bargeldmengen stilllegen oder vernichten müssen, denn ihre Aufgabe ist und bleibt, die Inflation zu kontrollieren und dis Preise stabil zu halten. Gleichzeitig wird hauptsächlich traditionnelles Geld zurückfliessen, da es ohne Abschlag angenommen wird./La BCE devra geler et détruire dès lors des quantités importantes de monnaie liquide, car sa tâche est et reste le contrôle de l’inflation et le maintien du niveau des prix. En même temps, cela sera essentiellement la monnaie traditionnelle qui refluera, car elle sera reprise sans perte/ The ECB would soon have to freeze and destroy important amounts of cash because it’s purpose is, and must remain, the control of inflation and the stability of price levels. At the same time, most of the traditional money would resurface as it would be taken back without loss.

6)       Auswirkungen auf Girokonten: Weil die Refinanzierung nur mit Krisengeld erfolgt, müssen die Banken die Umlaufgebühr von sich aus schon auf die Girokonten anwenden, denn die Rolle des Bargeldes ist es nun einmal, bereit stehen zu müssen, wenne die Kunden es anfordern, und die Banken müssen ja ordentlich wirtschaften können./Effets sur les comptes courants: Puisque le refinancement ne sera effectué qu’avec la monnaie anti-crise, les banques devront d’elles-mêmes appliquer la taxe circulante aux comptes courants, car le rôle de la monnaie liquide est, en fait, d’être prête dès que les usagers la demandent, et les banques doivent pouvoir fonctionner normalement./ The effects on current accounts : as the refinancing would be done with the anti-crisis currency, the banks would have to, by their own accord, apply the circulation tax to current accounts, because the idea is that cash should be readily available as soon as customers ask for it and, of course, banks need to operate in a normal way too. 

7)       Der Einwand, dass bares Geld nur wenig Einfluss hätte, ist, wie wir wissen, grundfalsch, denn alle Giro-Guthaben gelten ja nur, wenn dahinter das Bargeld-Versprechen glaubwürdig haltbar ist./L’objection qui prétend que la monnaie liquide n’aurait qu’un impact faible est foncièrement fausse, car tous les comptes courants ne valent que si la promesse de liquide  est tenable d’une façon crédible./ The objection of pretending that cash has only a minor impact is basically wrong, because all current accounts are only worth having if the withdrawal of cash is readily available and credible.

8)       Die schnell auftretenden Überschüsse der Spareinlagen, die ja nicht von de Umlaufgebühr belangt werden, hätten zur Folge, dass die Banken mehr Kredite an die Wirtschaft gewähren müssen, eben weil die Bank-Einzahlungen den Banken Umlaufgebühren verursachen, die die Banken nur abwenden können, indem sie das Geld an Kreditnehmer so billig wie möglich weitervermitteln. Ein Sinken der Spar-und-Kreditzinsen wäre die Folge, was ja die Konjunktur nur stimulieren würde./ Des excédents sur les comptes d’épargne, qui ne sont pas concernés par la taxe circulante,  ne manqueraient pas d’apparaître rapidement ; ils entraîneront le fait que les banques doivent accorder davantage de crédits à l’économie parce que les dépôts bancaires causent aux banques des taxes circulantes que les banques n’éviteront qu’en les redistribuant aux emprunteurs le moins cher possible. Une Baisse des taux de l’épargne et du crédit serait la conséquence, ce qui ne peut que stimuler la conjoncture. /Surpluses on savings accounts, which are not affected by the circulation tax, would no doubt quickly reappear ; they would lead the banks into lending more money to the economy because bank deposits bring about circulation taxes. These would only be avoided by the banks by redistributing them to borrowers as cheaply as possible. A fall of saving and lending rates would be the consequence, which could only stimulate the present  state of affairs. 

9)       Diese Zinssenkungsbewegung wäre allerdings verlangsamt durch die Bedienung der herkömmlichen vertraglich stehenden Zinszahlungen, und die sollen ja unbedingt geleistet werden, um glaubwürdig zu bleiben./Ce mouvement de baisse des taux serait cependant freiné par le règlement des paiements d’intérêts contractuels du passé qui devront être faits pour rester crédible./ However, this move towards a fall in rates could be slowed down by the payments of previous contractual interest which would have to be met in order to stay credible.

10)    Nur Neuverschuldungen werden billiger werden und nach und nach Altschulden billiger ablösen und schliesslich tilgen./Seuls les crédits nouveaux seront moins chers; ils se substitueront peu à peu aux anciens et les éteindront finalement./Only new borrowing would be cheaper; it would gradually replace the previous system and, eventually, would eliminate it completely. 

11)    Grundsätzlich muss also klar sein, dass nostalgische Horter dies weiter tun dürfen, nur werden sie bald merken, dass ihnen davon kein besonderer Vorteil mehr erwächst wenn die EZB konsequent Krisengeld (Freigeld) nachlegt. Es steht ihnen frei, ihre schönen Scheine gegen neue ohne Abschlag zu tauschen, sonst nichts. Wenn sie einen finden, der ihnen dann noch viel Zinsen anbietet, dann haben sie eben Glück!/Fondamentalement, il doit être clair que les nostalgiques de la thésaurisation garderont le droit de le faire, mais ils s’apercevront bientôt qu’il ne leur revient de cela plus d’avantage particulier dès que la BCE ne fournit d’une façon constante que de la monnaie anticrise (la monnaie franche). Libre à eux d’échanger leurs beaux billets contre des nouveaux sans perte, et rien de plus. S’ils trouvent alors quelqu’un qui leur offre davantage d’intérêts ils auront de la chance !/Basically, it must be made clear that those wishing to carry on hoarding would keep the right to do so. They would soon realise, however, that no special advantages would come their way as the ECB would only, and consistently, issue anti-crisis money (free money). They would be free to exchange their nice notes against new ones, without any loss incurred but nothing more ! Should they be able to find more advantageous interest rates, then good luck to them !

12)    Gehortetes Geld ist gehortete Kaufkraft, und wenn das so bleibt, muss neues Geld nachgelegt werden, wie dies ja auch geschieht, nur eben : ohne die Einführng des Krisengeldes wird es nicht weiter gehen können, es sei denn, wie nehmen eine „Krise“ hin, die nicht ein oder zwei Jahre dauern würde, sondern zehn, zwanzig  Jahre und mehr, Beispiel: Japan!/ La monnaie thésaurisé est du pouvoir d’achat thésaurisé, et cela reste ainsi, il faut re-émettre de la monnaie nouvelle, comme c’est déjà le cas, seulement : sans l’introduction de la monnaie anticrise, cela ne pourra plus continuer, sauf à accepter une « crise » qui ne durerait pas un ou deux ans, mais dix ou vingt et plus, exemple : Le Japon !/ Hoarded money is hoarded purchasing power and that’s the way it is at present.  New money has to be, therefore, issued, as is the case today. Things will not change without the introduction of an anti-crisis currency, except accepting a “crisis” lasting not only one year or two but certainly ten, twenty or more years. A good example is Japan !

Wir sehen also, die Gesellsche Reform ist über Nacht einführbar, ohne das System irgendwie zu bedrohen oder zu destabilisieren, im Gegenteil, sie würde alles konsolidieren. /Nous voyons donc, la réforme gesellienne est réalisable en une nuit, sans menacer ou déstabiliser le système, au contraire, elle stabiliserait l’ensemble./ It is clear for all to see, that a Gesellian type of economic reform is possible over night, without threatening or destabilising the system. On the contrary, it would stabilise everything.

Allerdings würde die Kapitalrendite sinken, die Löhne würden sofort anziehen und die Arbeitslosigkeit würde rasch abgebaut./La rente du capital baisserait cependant, les salaires augmenteraient instantanément et le chômage reculerait rapidement./ The profitability from capital revenue would, however, diminish. Wages on the other hand would increase instantly and unemployment would decrease rapidly.

Auch der Einwand der Kapitalflucht ist total unhaltbar, eben weil der Euro nur im Euroland zunächst gilt!/De même l’objection d’une fuite des capitaux est totalement intenable, justement parce que l’Euro vaut d’abord en Euroland! Equally any objection that capital would go elsewhere is untenable because the Euro has a value primarily in Euroland! 

Die Kapitalflucht an sich ist und war immer die Geldhortung, denn ob Geldschätze im Inland unter de Matraze liegen oder in der Schweiz im Panzerschrank macht überhaupt keinen Unterschied./ La fuite des capitaux est de toute façon toujours la thésaurisation, car il est absolument indifférent d’avoir des trésors dans le pays sous le matelas ou dans un coffre suisse. The movement of capital elsewhere is, nevertheless, still a means of hoarding since it doesn’t matter at all if wealth is kept at home under a mattress or in the coffers of a Swiss bank.

Auch sind die gigantischen um die Welt kreisenden Spekulations kapitalien nur die Folge davon, dass das bare Geld hortbar ist und somit dies Kapitaleigenschaft auf  die diversen „Finanzprodukte“ überträgt.

Es wäre im Gegenteil wahrscheinlich, dass die anderen Zentralbanken rasch nachziehen würden, denn des wirtschaftliche Vorteil der Eurozone wäre sehr schnell enorm!/Les capitaux gigantesques circulant autour du globe ne sont que la conséquence du fait que la monnaie est thésaurisable et qui transfère sa propriété d’être capital sur les „produits financiers“ divers.

Il serait, au contraire, vraisemblable que les autres banques centrales suivraient rapidement l’exemple, car l’avantage économique de la zone Euro serait énorme rapidement !

The enormous amount of capital in circulation around the world only exists because money is « hoardable ». . This property is transferable to many and diverse financial products.

On the contrary it is highly probable that other central banks would soon follow the example as the economic advantages experienced in the Euro zone would soon prove to be huge.
